Fascists/Socialists/Totalitarians need to control the entire message.
Any departure ruins the effect and runs the risk of bringing down the facade.

Not exactly. They need the opposing message so that they have a scapegoat population to blame and vilify.
So, while they want to control the entire message, they also want the other messages out there…but classed as lies, foolishness and, well Faux News. That way they degenerate anyone who listens to other than the State’s message.
