It can only strengthen his position going into the elections and the RNC knows that. Of course it helps his position within the party that he can't force anyone to comply with his demands. In sad point of fact, the NC Republican Party has refused to pull the ad. Sometimes not having authority is a blessing. McCain can be ethical and even act "presidential" without it strongly impacting the political machinery. He can speak against party machines as often as he wishes to. It can only strengthen his position going into the elections and the RNC knows that.
